Nozh, I've got to admit that the Sovereignty idea you've posted here, I think is fantastic. I've not been your bigest fan the way you've treated Gallente, but your ideas here appear spot on.
Something I think MUST be done is divorce the Sovereignty mechanic from Anchoring.
The current mechanic basically favours POS spamming to "win" contested systems, and also only rewards the large entities claiming space out in 0.0. This discourages smaller corps and alliances from ever trying to start up out in 0.0.
I'd propose that timers for POS start ticking from the moment they are anchored, giving everyone bonuses based on the duration they remain anchored. The small corp risks no less (in fact probably more) than the large corp with a POS, so why should they not see the same rewards for that risk.
Sovereignty and the claiming of space makes sense to base this on stargates.
The gates after all define the area, are public enough to be targets for anyone, and basing the sovereignty of a system/constellation/region on a count up/down method of controlling the majority of their gates is the measure of true control since it requires organisation of a higher scale the larger the target.
My first concern is the mechanic for this control over the stargate. I hate the principal shooting stations to gain control of them, and timers just for sitting there after clicking a checkbox also seem daft to me.
I'd much rather see a specialised (no guns, just command modules, or "marine" modules) 'shock assualt troop' ship (perhaps a modified T2 varient of the tier 3 Battleship!) carrying all those useless marines and militants which is the only ship able to dock up with a stargate or station or whatever is trying to be controlled.
This ship could then represent the start of the timer for taking control of the individual gate/station. While the system/constellation/regional control clock would tick up/down based on the majority of these gates held.
The 'boarding' ship would remain vulnerable for attackers while engaged in boarding moves, and could become a satifying target requiring nice logistics on the part of the agressors, and also presents a good target for the defenders.
This mechanic if it was balanced correctly is scalable and could at a later date also become the basis for planetary colonisation and planetary warfare.
Your own suggestion of allowing the anchoring of player controlled guns and e-war batteries at the contested gates and friendly stations based on the sovereignty "border" control makes good sense.
My own suggestions would be:
For a sovereign Alliance (OR corporation) with "System level" border control - perhaps a limit of 2 Medium weapon and 2 E-war player controllable batteries at each system gate and station.
For a sovereign Alliance (OR corporation) with "Consellation level" border control - perhaps a limit of 3 Medium weapon and 4 E-war player controllable batteries at each gate and station.
For a sovereign Alliance (NOT corporation) with "Regional level" border control - perhaps a limit of 4 Medium weapon and 6 E-war player controllable batteries at each gate and station.
I would also suggest a new kind of jumpclone that allows friendly weapon gunners to jump out to these gate defenses perhaps once per hour from any station within that system/constellation/region (as it may be).
Disabling these defenses would be a fun "small" objective, but also "boarding" to control these gates and defenses would be a slightly higher objective for more determined agressors.
Reinforced timers should apply to only stations and player anchored assetts such as POS in systems and NOT to gates. Divorced anchored structure time mechanics from sovreignty means the defender's anchored structures still have time to mount a coordinated defense, though they could log in to find they are now defending in a Border disupted system (ie with their gates no longer controlled by them).
